On Taoyuan Aerotropolis MOU signing ceremony, collaboration of 4 players shall usher in more industrial development, says Mayor Cheng

Mr. Wen-Tsan Cheng, Mayor of Taoyuan City, went to Novotel Taipei Taoyuan International Airport in the afternoon today (Feb. 22) to attend “Navigation, Innovation Aerotropolis – Taoyuan Aerotropolis MOU Signing Ceremony“. “Taoyuan Aerotropolis Project is scheduled to have its urban planning approved by this year (2018)”, said Mayor Cheng, “Zone Expropriation process shall commence in next year (2019) to acquire lands for Industrial Zone, Airport Park, and Free Trade Port Zone. The Third Terminal and the Third Runway of Taoyuan Airport will be completed in succession The passenger traffic will rise up to 80 million per year in the future, and the cargo traffic 4.75 million tons, which will contribute much to the introduction of industrial investment and the development of smart city. The MOU signing today marks the cooperation of the 4 key players in Taoyuan Aerotropolis Project, which shall usher in more industrial development.”
Mayor Cheng stated that “Taoyuan Aerotropolis Project”, “The Asia Silicon Valley Development Plan”, and “Forward-looking Infrastructure Development Program” are three arrows to Taoyuan’s develpoment. Taoyuan Aerotrpolis Project is closely tied with the Airport Economy of Taiwan. The first approved railway cnstruction in Forward-looking Infrastructure Development Program – Taoyuan Metro Green Line – is the outward connecting metro system of Taoyuan Aerotropolis. The Asian Silicon Valley Development Plan and “The 5+2 Industrial Innovation Plan” are deeply connected to the Indutrial Zone of the airport on the regard of aeronautic industry and green energy. According to the timetable of Taoyuan Aerotropolis Project, the urban planning shall be approved by this year, and Zone Expropriation will be conducted next year, so as to march forward for the investment promotion and sign cooperation agreements with other corporations one after another.
Mayor Cheng also mentioned that China Airlines has been working with Airbus and NORDAM to build maintenance facilities respectively to cultivate more professionals. The subsidiaries including Taiwan Air Cargo Terminal Limited (TACT) and China Pacific Catering Services (CPCS) are growing steadily as well. Taoyuan Aerotropolis Project upholds the three objectives, elevating the operational energy of the international airport, introducing inventments into industries of aeronautics, logistics, green energy, bio-technology, as well as cloud, and buiding a smart city. Taoyuan has been recognized as one of the Top 7 Intelligent Communities by “Intelligent Community Forum” (ICF) with fruitful outcomes from the promotion of Citizen Card, Intelligent Disaster Prevention, and Smarter Education. Taoyuan Aerotropolis Project will not only build utilities like roads, lighting, and dranage system, but equip designs of buildings with concepts like intelligent, green energy, and sustainability for professionals in Taoyuan Airport to live at close, which makes it the model project for smart city. 
Mayor Cheng added that the taxes, Tourism Development Fund, and CAA Operating Fund from Taoyuan International Airport amount to NT$20.6 billion annually. However, Taoyuan receives only NT$700 million sudsidy per year. Hence, he hopes the alloted tax revenue to the local government can be raised, while expecting everyone to work closely with each other to present fruitful outcomes. Taoyuan International Airport Co., Ltd. enjoyed a passenger traffic of 44.88 million, and the average traffic per day for airport metro is approximately 56,000. The Taoyuan Metro Corporation enjoyed a surplus approximately NT$86 million last year. At present, the traffic within the Airport Park by Airport Metro is free of charge. The free ride plan of Airport Metro from A11 Kengkou Station to A15 Dayuan station in the future will be under evaluation and discussion, so as to allocate core services in the Airport Park, while distributing the supportive services to the Aerotropolis Distrct. It will not just improve the utilization of the adjacent lands around the airport, but enhances the functions and the facilities from A11 to A15. In addition, the express train of Airport Metro operates till the airport at present, Taoyuan City Government is negotiating to expand the express train to A18 Taoyuan HSR Station, which is expected to operate as soon as this March.
Mr. Ho Nuan-Hsuan, the Chairman of China Airlines, stated that Taoyuan is the gateway to Taiwan, in which many universities have departments related to aeronautics that supports the development of aeronautic industry development. This is the advantage of Taoyuan. With the signing of MOU today, China Airlines shall work with Taoyuan International Airport Co., Ltd. and Taoyuan Aerotropolis Co., Ltd to develop and upgrade.
Taoyuan Aerotropolis Project is the flagship project of Taiwan; the Airport Park is located in the Yolk Area of the Aerotropolis Project, with the other related industries in the surrounding Protein Area, TIAC president Hsiao Ting-Ko said. The Airport Park will bring about development of the surrounding industries via Spillover Effect, while the surrounding industries reward the Airport Park in return to enhance the diversified competitiveness of the Airport. With Taoyuan Aerotropolis Project, airport economy is to be introduced, future exchanges will be deepened, and the development of airport and the city will be fostered together, President of Taoyuan Airport Corp. Hsiao Ting-Ko said.
Taoyuan Aerotropolis Project has a grand vision to bridge the world with smart approach and partake in competition, in which Taiwan Architecture & Building Center serves the role of integrating parts of the plans on land, at sea, and in the air to push for the evaluation pertaining green building, smart building, quake-resistant building, and fire-proof building; with the MOU signing today, we shall create a new vision for the city together, President of Taiwan Architecture & Building Center Ching-Fu Yan said.
Today Taoyuan Aerotropolis Co., Ltd, signed MOUs with China Airlines, Taoyuan International Airport Co., Ltd, and Taiwan Architecture & Building Center respectively, in hopes of combining the deployment and development globally by China Airlines and Taoyuan International Airport Co., Ltd. with the Industrial Zone and Logistics Zone of Taoyuan Aerotropolis, so as to encourage industrial development; the collaboration with Taiwan Architecture & Building Center is to take the advantage of Taiwan Architecture & Building Center’s strength in architecture in order to make Taoyuan Aerotropolis Project the best demonstration site for green energy and green building in Taiwan and the premium development platform for science park and industries of next generation, said Mr. David Huang, President of Taoyuan Aerotropolis Co., Ltd.
