Signing Letter of Intent for Academic Collaboration by National Central University, Chung Yuan Christian University, and Yuan Ze University - Mayor Cheng: More professional talents for Taoyuan to improve tertiary education in Taoyuan City

While attending the “Ceremony for the Signing Letter of Intent for Academic Collaboration by National Central University, Chung Yuan Christian University, and Yuan Ze University” held at National Central University on July 21st, Taoyuan City Mayor Cheng Wen-Tsan acknowledged the intervarsity collaboration and looks forward to this synergistic alliance that would empower academic research, professional education and development, and business-education partnerships for R&D and innovation. The country will be provided with more professionals as well as much improved potential in tertiary education.

Mayor Cheng expressed that alliance of the 3 universities could be compared to the brotherhood oath of Taoyuan. Intervarsity academic collaboration will improve Taoyuan’s higher education through sharing of academic resources, forming of academic groups, and allowing students to choose courses offered by any of the 3 campuses. This opportunity was only made possible through the hard work of all the parties involved. Mayor Cheng then congratulated the 3 universities for forging this alliance which would be another classical example of success in Taiwan’s academic world. Students in the 3 universities would also enjoy additional options and choices.

Mayor Cheng pointed out that the 3 universities has their own unique features. Overall competitiveness of this alliance would be comparable to National Taiwan University, National Tsing Hua University, and National Chiao Tung University. National Central University (NCU) is a leading institute in aerospace, optics, remote control, and environmental sciences. Chung Yuan Christian University (CYCU), on the other hand, offer great performance in management, design, and holistic education, and has a body of outstanding alumni that identify strongly with their alma mater. Yuan Ze University (YZU) has the highest number of English curriculum and a great research program in information technology and Big Data, allowing its graduates to adapt to new requirements of the industry.

Mayor Cheng expressed creation of academic partnerships designed for combining the strengths of individual campuses is becoming an inevitable trend. This would not only improve the availability of learning resources, but also boost overall competitiveness of their graduates while benefiting the partners of such partnerships. Mayor Cheng was glad to see collaborative development of the 3 universities while describing the need for campuses to better integrate themselves with the city.
Mayor Cheng told the new government that Taoyuan is Taiwan’s largest industrial manufacturing center and has all the 5 emerging and innovative industries, including the aerospace and biotechnology, which the government intends to promote. These features give Taoyuan unique and strong advantages for industrial development. An example would include upcoming “National Primary & High School Science Fair” jointly organized by National Central University and Chung Yuan Christian University. This Fair would be the biggest in its history and features the maiden appearance of Foxconn’s “Pepper robot.”

Mayor Cheng then reminded people that the “Asia Silicon Valley Project” places great importance on innovation. Innovation is a mindset, a culture, and a system that requires a large number of trained professionals. Innovation projects can be carried out in any city. But Taoyuan offers numerous advantages such as a large industrial base, a large population of youths, and a large number of universities and academic institutes in addition to an international airport. These key points could be leveraged by the new government to establish an innovation center.

Mayor Cheng added that innovation centers could be established within university campuses or anywhere as required. The most important objective of innovation centers would be to encourage creativity and entrepreneurship, and achieve innovation within individual industries.
Dr. Jou Jing-yang, President of National Central University (NCU) expressed that NCU is a first rate institute that focuses on both research and education, and is one of the key universities included within the “Top Universities Achievement Project” of the Ministry of Education (MOE). Recent research focuses include “environment and energy,” “complex systems and plasma sciences,” “optics and optoelectronics,” “applied IT,” “humanities and social sciences,” and “biomedicine” which were designed to establish strong R&D foundations in NCU.

Dr. Wu Jyh-Yang, President of Yuan Ze University (YZU) expressed that in addition to being the first university to win the “National Quality Award,” YZU is a bilingual university with a solid international reputation, and focuses on training professionals capable of conducting international dialog effectively. YZU also focuses on developing “Global Mobility” skills amongst its students by developing their professionalism and linguistic abilities and giving them the needed global competitiveness to make their mark upon the international stage.

Dr. Samuel K.C. Chang, President of Chung Yuan Christian University (CYCU), expressed that the university has achieved remarkable performance in its “holistic education” programs, and upholds the motto that “student achievements are witnessed by their teachers; the teachers’ achievements are witnessed by God.” CYCU achievements include 12 firsts in national as well as international academic performance assessments.

The ceremony today was attended by President Jou Jing-yang of NCU, President Samuel K.C. Chang of CYCU, and President Wu Jyh-Yang of YZU who jointly signed a letter of intent for academic collaboration with Mayor Cheng acting as a witness. Terms of the collaboration include joint courses, inter-college course selection, mutual acceptance of course credits, establishment of intervarsity student and staff social groups, as well as provision of intervarsity services, learning courses, database equipment, and venues support. Director-general Kao An-Pang of the Taoyuan City Government Department of Education was also present at the ceremony.
