Legal Reference：

Article 12 of Urban Planning Law says, “Special district plan shall be formulated for areas demarcated for industrial development, landscape conservation or other purposes.”

Article 9 of International Airport Park Development Act, “The competent authority may act according to the COPAP prescribed in Paragraph 1 of Article 5 to request the authority responsible for urban planning in the central government to formulate a plan for Airport Park Special District from which the existing Airport Zone may be excluded.”

1. Examination Focus: Project Scope, Project Schedule, and Taoyuan’s Reservoir

2. Public Display for special agricultural district hearing
July 29th, 2014, the 832nd MOI urban planning commission finalized:
  • Scope: 4,687.22 ha.
  • Expropriation: 3,155.14 ha.
  • Excluded Taoyuan’s reservoir area (128.30 ha) from expropriation for now
  • Scope: 4,560.21 ha.
  • Expropriation: 3,022.74 ha. (reduce 132.4 ha).
  • Differences:
    1. Adjust the project in accordance with the former air force base facilities designated by Taoyuan city as heritage in June 3rd 2016.
    2. Adjust the project according the suggestion made from the special agricultural district hearing.
