Movement of the Enterprises of France (MEDEF) Banquet - Mayor Cheng: Implementation of Smart City and Green Energy industries to ensure sustainable urban development

During Day 7 of the “2016 Asia Silicon Valley & Smart Taoyuan - Exchange Tour with the Netherlands, France, and the UK,” the Taoyuan City Government delegate led by Taoyuan City Mayor Cheng Wen-Tsan visited a tendering luncheon organized by the Movement of the Enterprises of France (MEDEF) for Taoyuan on June 28th (local time). Mayor Cheng expressed that Taoyuan is actively promoting major construction projects that include the Aerotropolis project, Airport Access MRT, and MRT green line as well as other programs that include Smart City, green industries, and the Smart Grid Project initiated by the central government. The purposes of these projects would be to lighten burden of the earth to keep urban development sustainable.

Mayor Cheng expressed that Taoyuan is the most important international transportation hub with advantage of convenient access to both Taoyuan International Airport and the Port of Taipei. Taoyuan is also a key center of high tech industries in Taiwan and the most important logistics hub with over 1,700 logistic companies. Taoyuan also enjoys distinct geographical advantages. A traveler in Taoyuan only needs to spend an average flight time of 4 hours to reach major cities throughout the Asia Pacific region. Flights, to various primary and secondary cities in Mainland China, are also offered.

Mayor Cheng pointed out that the most important projects currently carried out by Taoyuan City include the Taoyuan Aerotropolis project, the Airport Access MRT, and the MRT green line. For the Aerotropolis project, 40 million commuters arrive and leave through the Taoyuan International Airport every year. Taiwan’s central government has planned to construct terminal 3 and runway 3. Additionally, official hearings for the Aerotropolis project would be completed soon. Subsequent land expropriation and urban planning activities would commence once the results of the hearings be submitted to the Ministry of the Interior (MOI).

As for the MRT construction project, Mayor Cheng said that the Ministry of Transportation and Communications (MOTC) aims to transfer the Airport Access MRT to the Taoyuan Metro Corp. for formal operations before the end of 2016. The MRT is currently about 51 km in length. Trains are divided into direct and normal trains, and offer 35-minute rides between Taoyuan International Airport and Taipei. The MRT green line is about 27 km long and would be a major transport line in northern Taiwan connecting Bade, Taoyuan and Luzhu. The project is currently reviewing candidates for Professional Construction Management (PCM). Future undertakings would include the Guishan MRT brown line project. French transportation companies are welcomed to collaborate with Taoyuan in promoting MRT construction.
Taoyuan is a key industrial center and consumes about 13.6%, nearly one-seventh, of total power produced in Taiwan. Thus, Green energy policies would be extremely important. The Ministry of Economic Affairs (MOEA) has decided to expand Datan Power Plant in Taoyuan in order to satisfy gaps in energy demand. The Chinese Petroleum Corporation (CPC) also finalized plans for constructing natural gas receiving facilities at Guantang Harbor. Taoyuan City Government actively promoted wind and solar power generation as well. Taoyuan has been selected by the MOEA as a center for wind power generation due to the powerful northeastern monsoon winds in the region. To reduce environmental burden, achieve sustainable urban development, and improve solar power generation, the city government encouraged the installation of solar power panels on top of public agencies, schools, and factory buildings as well as floating solar power generation systems in the local Bitang (ponds and lakes).

Mayor Cheng also mentioned that France has adopted a separate model for power generation and power transmission, with comprehensive designs and solutions for power source management, terminal electric meters, and smart grid devices. Taiwan’s Smart Grid Project was directed by the MOEA. If the MOEA decide to select Taoyuan as the demonstration area, Taoyuan City Government shall provide total support and apply lessons learned from smart grids in France to ensure the success of this project.

For Smart City development, Mayor Cheng said that smart city applications will be introduced in transportation, education, and medical services. Data analysis would also be utilized to improve the quality of urban administration and services. Taiwan is also home to highly advanced ICT manufacturing. Mayor Cheng hoped for more collaborative opportunities in the high tech sector between France and Taiwan to improve benefits to all participants.

Attendants to today’s banquet include deputy general director of the Asia Pacific region of Airbus, CEO of EOLFI Holding, renowned corporate executives and representatives from 12 companies such as Alstom, EDF, SYSTRA, RATP, KLB, VEOLIA, and Reed MIDEM, as well as representatives of the French foreign affairs department.
