Mayor Cheng: Establishing a communication system between the City Government and the Taoyuan International Airport for joint collaboration in disaster prevention, transportation, and customs clearance

Taoyuan City Mayor Cheng Wen-Tsan accompanied Premier Lin Chuan of the Executive Yuan in a visit to Terminal 2 of Taoyuan International Airport in order to review the “Progress of the Taoyuan International Airport and Airport Access MRT Projects” on June 9th. Mayor Cheng expressed that to fulfill its role as the gateway of Taiwan, the Taoyuan International Airport must demonstrate the advances the country has made. After being opened to public 37 years ago, the Airport must establish new objectives to promote City-Airport collaboration. The “Taoyuan Aerotropolis Project” must also be designed in a way to support the “Asia Silicon Valley Project” and focus upon the developments of emerging industries around the airport. The airport will also be working with the Taoyuan City Government in disaster prevention, transportation, customs clearance, and building connections with various industries. Platforms and communication systems must be established to achieve mutual collaboration. Local governments will also do their best to accommodate the airport’s requirements and solve short-term, mid-term, and long-term problems together.

Mayor Cheng reiterated the need to build communication platforms between the Airport and the city government. The Fire Department of the Taoyuan City Government would be able to provide support for airport disasters if the Airport’s own fire-fighting equipment is insufficient. For example, the Department of Water Resource of Taoyuan City Government provided support in the form of 7 water pumps during the flooding in airport on June 2nd. The Airport also initiated a fire ants eradication program as the insects may damage lighting and cables along the runways. However, insect control efforts must go beyond Airport premises and include the farmlands surrounding the site to ensure effective protection of airport amenities. Once the Airport Access MRT opens for public use, traffic congestion issues for National Freeway No. 2 could be alleviated with additional trains provided by the MRT. All these are potential projects that the Airport and the Taoyuan City Government could both work on. Due to the numerous items that the city government and Airport must communicate on, Mayor Cheng therefore recommended mutual shareholding between the Taoyuan Airport Corporation, the Taoyuan Metro Corporation, and the Taoyuan Aerotropolis Co., Ltd. to deepen the connections between these 3 companies.
Mayor Cheng said that the number of visitors arriving at Taoyuan International Airport would reach 40 million individuals this year. There are currently 1,700 logistics companies around the Airport and the number is increasing by rate of 50 to 100 companies every year. Growing number of visitors and goods would also lead to increasing number of flights and noise pollution. The city government and the Taoyuan Airport Corporation would coordinate and provide local residents with reasonable compensations for noise pollution according to the provisions of the Civil Aviation Act.

Mayor Cheng reminded that everyone wanted to see the Airport Access MRT opened for public use as soon as possible. The Taoyuan City Government will work extensively with the Bureau of High Speed Rail of the Ministry of Transportation and Communications (MOTC) to ensure that all tests and improvement projects are completed on schedule. Third party evaluation teams would also provide their support to ensure opening of the airport metro.

Premier Lin Chuan of the Executive Yuan praised Mayor Cheng’s active engagement in Taoyuan’s developments and his many visions. The willingness of city government to work with the airport and incorporate the airport as an integral part of Taoyuan’s urban lifestyle will improve the internationalization of airport development programs in the future.

Premier Lin also mentioned the flooding incident at the airport on June 2nd Both the Taoyuan Airport Corporation and the central government are reviewing the incident extensively along the dimensions of management, systems, and facilities construction. Premier Lin then encouraged the newly appointed Chairman Tseng Dar-jen to initiate more improvements in various areas such as management as well as software and hardware facilities. It is hoped that these improvements could help Taoyuan International Airport fulfill the expectations of fellow citizens and make it one of the best international airports in the world.
