Mayor Cheng: Learning from Yilan Green Expo to develop unique features for Taoyuan Agriculture Expo

While attending the “Press Conference for Twin Expo Collaboration for Food Ethics in Taoyuan” held on May 8th at Yilan Wu-Lao Keng Scenic Resort, Taoyuan City Mayor Cheng Wen-Tsan expressed that the main theme of “Food Ethics” of “2016 Yilan Green Expo” integrated food production, organic farming, and green ecology. Green Expo is not just an exhibit, but a symbol for food safety directives adopted by Taiwanese farmers. The Taoyuan Agriculture Expo pilot run has been scheduled next year in 2017 while the formal Expo itself will be held in the following year in 2018. Mayor Cheng hoped that observing the Green Expo will provide valuable experience to enjoy the unique charms of the Green Expo.

Mayor Cheng pointed out that Yilan has been the host organizer for 17 Green Expos in the past and established many standard practices for urban governance. These Green Expos also became a must-see event for many Taiwanese. The Green Expo allowed visitors to witness the local government’s efforts of “Green Lifestyles and Sustainable Development.” These exhibits also made people realize the necessity of introspection and deliberation in the meantime of pursuing development. Green Expo showed us that our life can be really different.

Mayor Cheng mentioned that the Taoyuan City Government has been observing the Green Expo hosted in the last 2 years, providing the Wu-Lao Keng Scenic Resort with different appearances, themes, and events for many years. These observations taught the Taoyuan City Government many valuable lessons. The “Food Ethics”, theme of the 2016 Green Expo, demonstrate new ideas on food policies in Taiwan. For many years, Taiwan has been pursuing industrial development at the expense of agricultural lands and policies. The current state must be reviewed to ensure balanced development, which was exactly what Yilan County did. While providing measures for creating modern lifestyles and amenities, the Yilan County Government also integrated agricultural development, ensuring the uniqueness, charms, and quality of Yilan’s produce.

Mayor Cheng emphasized the importance of adopting new mindsets in national agricultural programs and new measures for rural culture and communities. Taoyuan City Government therefore decided to organize an Agriculture Expo as well. Pilot runs will be held in 2017 and the formal expo has been scheduled at the following year. The City Government humbly learned from the preceding templates of Yilan’s Green Expo as well as Yunlin’s Agriculture Expo to acquire experiences by observing these exhibits.
Mayor Cheng then described Wu-Lao Keng. In addition to being the chosen site of Green Expo, the place was an excellent location for outdoor education in environmental conservation. Many communities and schools in Taoyuan often held community activities and tours in Yilan. This further testified the fact that Yilan’s “Community Reconstruction Program” has become a learning model for citizens. The city government then integrated experiences of Yilan’s community renovation projects. Taoyuan City Government teams and NGOs worked together to ensure that Taoyuan’s Agriculture Expo will incorporate themes such as community renovation, rural art, and Hakka lifestyles to develop Taoyuan’s own unique features.

Mayor Cheng then described that Yilan as a model for urban governance in Taiwan due to its success in promoting local flavors. These observations were valuable. Mayor Cheng hoped that Taoyuan and Yilan could work together and promote the marketing and sales of quality agricultural produce throughout the world. Taoyuan may be an industrial city and the range of agricultural produce that the city offers may be rather limited. Yet, Taoyuan City Government looks forward in forming a sister city relationship with Yilan.

Yilan County Magistrate Lin Tsung-Hsien described that Taoyuan as having the fastest growing population and economy in Taiwan. After assuming his office, Taoyuan City Mayor Cheng began prioritizing citizens’ welfare and economic development while focusing upon the quality of life, food safety, and agricultural development. Magistrate Lin hopes that Yilan’s experience in development would provide new elements for Green Circular Economies and urban development for Taoyuan City.
