Wise City Now – 2016 Global Wise City Forum. Deputy Mayor Wang: Improved infrastructure and software-hardware integration for building a Greener and Smarter City

While attending the Wise City Now – 2016 Global Wise City Forum held at the GIS TAIPEI TECH Convention Center on March 21st, Deputy Mayor of Taoyuan City, Wang Ming-Teh expressed that Taoyuan’s potential and advantages amongst the 6 municipalities. The city has gained extensive experience in the past year in establishing Smart infrastructure and providing Smart services. The plan is to establish Qingpu Special District as a Smart City Demo Site. Taoyuan City Government will also work with various measures of the Asia Silicon Valley project to convert Taoyuan into a truly Smart City.

Deputy Mayor Wang pointed that as the youngest of the 6 municipalities, Taoyuan is blessed with great potential and advantages. After being promoted to municipality status, Taoyuan is also working very hard to integrate various projects. During the 2016 Taiwan Lantern Festival, various departments of Taoyuan City Government worked with local manufacturers to integrate cultural elements of the festival with advanced science and technologies. Visitors enjoyed lantern exhibits as well as extensive demonstrations of information and communication technology (ICT). 2016 Taiwan Lantern Festival attracted over 20 million visitors. Many also shared the sights and sounds of this celebration on the Internet which can be likened to a “Disneyland without the roller coaster rides.”

Deputy Mayor Wang also described integration efforts carried out by the Taoyuan City Government that included “Guidelines for Establishing Smart City Promotion Committee of Taoyuan City” and “Smart City Demonstration Project.” The City Government was also involved in the establishment of Smart City as well as green and low carbon urban projects. The Smart City movement can be divided into 3 major aspects of “Smart Industries,” “Smart Governance,” and “Smart Lifestyles” for the industry, government, and general public respectively, and encompasses 9 major policies, 30 projects, and 104 sub-projects. A total of NT$ 4 billion will be invested over the next 4 years to improve infrastructure as well as software and hardware integration.

Deputy Mayor Wang emphasized the importance of infrastructure in building Smart Cities. Infrastructure would allow city administrators to collect data and convert them into knowledge for further analysis and actions. In Taoyuan, the City Government has made plans for the iTaoyuan Smart Wi-Fi promotion program that provides free Wi-Fi in the metro, airport, and public buses. App functions are also included so that visitors entering Taoyuan, the gateway capital of Taiwan, will be provided with information of local resources and tourist destinations.

Deputy Mayor Wang also mentioned the “Citizen Card” issued by the Taoyuan City Government in September 2015. The Citizen Card is accepted by 600 contracted shops and allows holders to take public transport, borrow books from the library, and pay utility bills or fines. In December 2015, Taoyuan City Government also released the “Mobile Citizen Card” that extended card services to 4G smart phones to further enhance the convenience offered by a mobile lifestyle.

Taoyuan City Government also established and integrated services related to the Internet of Things (IoT). Many factories have been established in Taoyuan. To prevent environmental pollution, the Department of Environmental Protection of Taoyuan City Government has installed many surveillance systems for air quality, water quality, disposition of industrial waste, and pollution source control system. These systems are designed to provide total coverage and will immediately notify the relevant authorities of any abnormal observations such as the “Skynet Pollution Monitoring System.”

Deputy Mayor Wang then described the incentives provided by Taoyuan City Government for electric scooters to improve green energy and carbon reduction measures. Recharging facilities as well as local GOGORO electric scooter service providers have been further established to convert the Made in Taiwan (MIT) movement into local innovative industries that are Made in Taoyuan. Taoyuan is a miniature showcase of the entirety of Taiwan. The city is home to plenty of agricultural, industrial, and service industries. Diverse measures that include mutual integration, incentives, loans, and professional development have been put in place to achieve industrial innovation.

For the future of Taoyuan, Deputy Mayor Wang prioritized the transformation of Taoyuan into a Smart and Green City. Qingpu Special District has been designated as the Smart City Demo Site to provide a showcase just like the previously held 2016 Taiwan Lantern Festival. Future Smart applications will also include public governance, Smart transportation, and Smart tourist destinations. Deputy Mayor Wang reminded people that Smart Cities isn’t that far away.

He then highlighted that the new government’s Asia Silicon Valley project will be centered on Taoyuan which is poised to become a professional training center for industrial specialists. Hwa Ya Technology Park in Guishan will also be transformed into a Smart Science Park as part of the program to reforge Taoyuan into a Smart City. Taoyuan will also be incorporating aspects of circular economies in order to prevent over-generation of wastes and to improve the environmental friendliness of the entire city.
